Pacific Vistas

PEAC's Pacific Vistas initiative intends to clear up regional haze obstructing views in the Pacific NW coming from the worst polluters in the region (7 in OR, 9 in WA) that were exempted from Clean Air Act requirements in the 1970's. The goal of this project is to reduce air pollutant emissions by 90% across Oregon, Washington and Idaho.

Pacific Vistas is a partnership among PEAC, the Bullitt Foundation, NEDC, The Sierra Club, Friends of the Columbia Gorge, Columbia Riverkeeper, and Hells Canyon Preservation Council.

The issue is complex, legally and technically, and PEAC's "bang for the buck" approach involves:

1. Developing a Citizens' Alternative Rule – PEAC is using available legal and technical expertise to develop a best-case rule for the public good, including creating community outreach materials and programs to raise awareness and participation in Oregon and Washington.

2. Influencing the Rulemaking Process - PEAC has commissioned outside experts to evaluate technologies and plant blueprints, and is deeply involved in commenting on the process of determining the best available technology in order to affect positive regulatory standards.

3. Commenting on Agency Proposals - PEAC is using comments, criticisms and strategic leverage for affecting a best-case outcome.
