This course will expose students to the regulation of oil and natural gas development at various stages in the development process such as fuel extraction, fuel conversion, fuel transport, facility placement, byproduct/waste disposal, sales in the marketplace, and fuel economics with a primary focus on natural gas issues including:

  • The technological, economic, and financial context of natural gas development
  • Pollution control-based regulation of extraction and disposal, with a focus on shale gas and coal bed methane
  • Jurisdictional and substantive issues related to facility siting
  • Regulation of liquefied natural gas (“LNG”)
  • Fuel choice law and economics (e.g., how does the availability of natural gas-based electricity generation impact the development of other fuel-based electricity generation)

Students will develop the skill of being able to identify and address relevant issues in the natural gas context and will be able to transfer that skill to the context of other fuels such as coal or oil.
