So far the N.S.A. leaker Edward J. Snowden has eluded capture by the United States, though he has not quite disappeared. After bouncing around Hong Kong, he appears to be in Russia, and President Vladimir V. Putin has hinted that extradition is unlikely. But it’s unclear where he will go next, and how he could avoid the U.S. indefinitely.
