Oregon has joined the interstate compact on electoral college—any problem legally?

With this year’s presentation of the Joyce Ann Harpole Award, we will host a 1-hour CLE on Oregon’s inclusion in the interstate compact on the electoral college. In the last session Oregon’s Legislature voted to join an interstate compact that requires its electors to pledge to vote for the national popular vote winner. The compact becomes effective if states with 270 electoral votes join. Leaving aside the politics, are there any legal issues under Oregon or Federal Constitutional or statutory law?

Harpole Attorney Award:
Each year, the Harpole Attorney Award is presented to an attorney who is dedicated to the pursuit of justice while maintaining a sense of balance among career, family and community. Award nominations are received from the community at large.
Luis Garcia is the 22nd Harpole Attorney Award recipient.
Harpole Memorial Scholarship:
The Harpole scholarship is awarded to a 2L or evening 3L law student who demonstrates a sense of balance between scholarship, fellow students and personal life. The Joyce Ann Harpole Scholarship is made possible due to the generosity of friends of Joyce Ann Harpole, law firms, and law alumni.
Natalie Hollabaugh is the 22nd Annual Harpole Memorial Legacy Scholarship recipient.
