Increasing the Field’s Capacity to Serve Victims

The Office for Victims of Crime’s initiative, Vision 21: Transforming Victim Services, revealed a critical need for comprehensive, wraparound, no-cost legal services to respond to these needs. A key goal stated in the Final Report was that “Every state will establish wraparound legal networks that will help ensure that crime victims’ rights are enforced and that victims of crime receive the broad range of legal services needed to help rebuild their lives in the aftermath of crime” (Vision 21 Final Report, page 9).
