John Jay Kenagy ’21, PhD JD

John Kenagy is Senior Vice President and Chief Information and Administrative Officer at Legacy Health, where he has worked since March 2012. Dr. Kenagy is responsible for corporate compliance, information technology, and environment of care for the large health system. He has served as a health care chief information officer for twenty-five years, working in a variety of systems including federal, academic, faith-based, and community organizations. In 2022, Dr. Kenagy was appointed Visiting Professor of Practice at Lewis & Clark and will join the Lawyering Department part-time.

Dr. Kenagy received his Juris Doctor degree from Lewis & Clark Northwestern Law School in January 2021, graduating magna sum laude and awarded a certificate in Business Law, and was admitted to the Oregon bar in May 2021. During his part-time legal education, he served as an article editor of the high-ranking Lewis & Clark Law Review. In 2007, he was awarded the Doctor of Philosophy degree from Capella University’s School of Business and Technology with doctoral research focused on health care information technology implementation success. He earned his Bachelor of Science degree in electrical engineering at Stanford University and a Master’s degree in Healthcare Administration at University of Southern California.

His legal research has focused on electronic health record regulation and published two articles in the American Bar Association’s Health Lawyer: “The Evolution of EHR Regulation” and “Regulating EHRs Through ‘Nuclear Threat and Other Enforcement Options,”
