Panner, The Honorable Owen M.

Owen M. Panner was appointed to the U. S. District Court for the District of Oregon in 1979. Prior to his judicial appointment, Panner worked for 30 years in general trial practice. He received the Oregon Trial Lawyer of the Year Award in 1973 from the American Board of Trial Advocates. Panner is a life trustee of Lewis & Clark College and is the recipient of the Law School’s 1987 Distinguished Honorary Alumni. He served as Vice President of the Oregon State Bar and sat on the Bar’s Board of Governors from 1961 to 1963. Panner is the past President of the Central Oregon Bar Association and past President of the Bend Chamber of Commerce, a Life Trustee of the High Desert museum in Bend and a past President of the Oregon Historical Society. A fellow of the American College of Trial Lawyers, Panner served on the Judicial Reform Commission of Oregon from 1971 to 1974 and the Oregon Water Resource Congress from 1970 to 1979. Panner earned his LL.B. from the University of Oklahoma. Panner resides in Medford and sits in the U.S. District Courthouse.
