Chris has 20 years of experience in land use, government relations and municipal law. His experience includes serving as Deputy Legislative Counsel drafting the state land use laws and advising the Oregon Legislature on land use issues.  Chris represented private interests as an attorney with Miller Nash LLP, and county government as an attorney for Multnomah County. Chris has spent the last eight years advising and representing a broad range of local governments across Oregon.  Overall, Chris has represented both public and private clients at all levels of Oregon’s Judicial Courts, in the Oregon Tax Courts, before the Land Use Board of Appeals, and in state administrative proceedings (including the Land Conservation and Development Commission, Department of State Lands, and the Water Resources Commission).  Chris is married to Nancy Harlan and together they have a son Colin. Chris is an avid canoer, skier and backpacker and has been known to cheer for Notre Dame football.
