Professional Background
Ms. Garvin joined both the National Crime Victim Law Institute and Lewis & Clark’s clinical faculty in February 2003. Immediately prior, she worked as a litigation associate at the law firm of Maslon, Edelman, Borman and Brand in Minneapolis, Minnesota, where her practice focused on appellate litigation, complex business litigation, and employment law. Before entering private practice Ms. Garvin clerked for the Honorable Donald P. Lay of the Eighth Circuit Court of Appeals. Ms. Garvin has been called upon by Congress as well as the Oregon Legislature to testify as an expert on the state of victim law. She currently serves as Executive Director of the National Crime Victim Law Institute, co-chair of the American Bar Association’s Criminal Justice Section Victims Committee, board member of the National Organization for Victim Assistance, and has been appointed by the Oregon Attorney General to serve on Oregon’s Sexual Assault Task Force.
