  • Description: A study of basic principles of law applicable to Oregon counties, cities, special districts and other local governments: how local governments are formed, charters, home rule, legal authority, Oregon and federal constitutional issues, elections, initiative and referendum powers, public meetings, public records, finances and local budget law, taxes and tax limitations, public ethics, utilities and eminent domain, governmental tort liability, public contracts, intergovernmental relations.
