Shiny Caldwell has spent more than a decade working in animal welfare, where her understanding of animal law has been shaped by daily, real-world decision-making. Through her work, she has seen how animal welfare laws function in practice, often in moments constrained by vague statutory language, limited shelter capacity, and the responsibility to maintain public trust and safety.
Shiny works as the Director of Animal Services at Marin Humane while pursuing the Master of Studies in Law in Animal Law. Her interest in animal law grew from navigating the space between legal intent and operational reality, particularly in cruelty investigations at both local and national levels, where outcomes for animals often depend on how clearly and practically the law can be applied.
Her perspective on animal welfare was also shaped earlier in life, having been born in India, where animal suffering was often normalized as part of everyday life. These observations raised questions about how law, enforcement, social norms, and access to resources influence what societies are willing to tolerate or protect. The diverse experiences now inform her academic interests, including how animal welfare laws can evolve to better reflect current science, ethics, and community needs, as well as questions of access to care, capacity for care, and the intersection of animal cruelty with family violence and broader public safety concerns.
Shiny holds a master’s degree in veterinary forensics from the University of Florida, a background that continues to shape her approach to animal protection and enforcement. At home, her work is personal and a mission for the family. She lives in the Bay Area with her supportive husband, a spirited five-year-old, two Maine Coon cats who came to her through a cruelty case, and two golden mix dogs.
Through the MSL program, Shiny hopes to deepen her legal understanding and contribute to animal protection frameworks that are thoughtful, practical, and enforceable.
